What “complete” means
The complete index of what OTR can prove it retained.
The original signal or editorial section is preserved with its source details and publication date.
An older release is known, but its full rows were not retained in the current source tree. OTR shows the gap and never invents the missing text.
After publication, each new dated record is added to the permanent memory without rewriting earlier editions.
