What “complete” means
The complete index of what OTR can prove it retained.
The original signal or editorial section is preserved with its publication identity and raw receipt.
An older release is known, but its full rows were not retained in the current source tree. OTR shows the gap and never invents the missing text.
Every publication writer must add its dated signal and Full Immersive artifacts before the publishing run can complete.
