Where this appears
An airport can have spare seats while ash prevents a flight. Oil producers can keep a quota unchanged while a shipping route constrains actual deliveries. A country can lower its proposed gas-storage target without adding any gas. These are different stories about the same practical question: what has to happen between a plan and a usable result?
